A new tender for the operation and exploitation of Thriasio 2, in Apropyrgos, is being implemented. The Ministry of Infrastructure and Transport has put up for public consultation the new tender document for the management of the unfinished Freight Railway and Sorting Station (ESSDI) in Thriasio for at least 25 years through a Public-Private Partnership (PPP).

The contractor will undertake to complete the works for the Freight Railway and Sorting Station, cargo storage areas, customs, and office spaces, as well as additional storage spaces in the 1,450 acre property of OSE that borders the space that will be adjacent to the space Freight Center.

The last attempt for the development of the property took place 2 years ago but the tender was declared barren. The Ministry of Infrastructure and Transport is now launching a new announcement of the project which has as its object the concession of operation, maintenance and exploitation, as well as the construction of projects and the supply of the necessary equipment of Thriasio 2 (ESSDI).

What are the specifications

In order for the Freight Center to operate, the infrastructure that will be constructed through the second concession contract, the issue for which is in consultation, will be needed. The individual will also take over the management of the USSR as agreed with the Commission that has funded the projects over the past decades.

The previous tender for the management of the USSR had been declared barren as none of the three companies that had expressed initial interest had submitted a tender. The tender document of the new tender stipulates that OSE will conclude a concession contract with a Special Purpose Company, in which both a private investor who will emerge in the tender and OSE will participate.

The exact percentage of OSE’s participation in the Special Purpose Company will be determined during the second phase of the Tender, but in any case the management of the company (management) will be taken over by the private investor. The Greek State may also enter into the Concession Agreement as a third party for the guarantee of the financial obligations that OSE will undertake towards the private investor.

The contract

The concession contract that will be concluded will have as object the Operation, Maintenance, Exploitation, completion of Design and Construction of Projects and the Supply of Equipment of the Freight Railway and Sorting Station Thriasiou Pedio. Specifically, the private investor “will undertake:

a) the execution of construction works of buildings, as well as the supply and installation of special equipment of the Freight Railway and Sorting Station Thriasiou Pedio, which is necessary for the operation of the Freight Railway and Sorting Station

(b) the provision of services relating to:

in the transhipment of a unified cargo of combined transport, in the servicing of containers (storage services and other support services in containers (“E / K”), storage of full and empty E / K, packaging of unified cargo), in the transhipment of freight wagons, general cargo and vehicle service, as well as customer and customs service (scheduling, coordination and control of all transhipment and train operations)

(c) the maintenance of all the infrastructure of the Freight Railway and Sorting Station Thriasio Pedio, except for the railway infrastructure, as well as the supervision and guarding of the Freight Railway and Sorting Station Thriasio Pedio “.

History

The financing of the concession project will be borne exclusively by the concessionaire and, in particular, the economic operator, who will be the contractor of the tender process. To date, the work that has been completed allows the basic operation of the ESSSDI.

During the first phase of development, basic works of railway and road infrastructure, networks and electromechanical (E / M) equipment were carried out, while during the second phase of further development, works of railway and road infrastructure, networks and E / M equipment were carried out, while buildings were also implemented. railway infrastructure works, signaling and electrification works.
