Major changes are coming to the institutional framework for the Organized Receptors of Manufacturing and Business Activities (OYMED) as the Ministry of Development and Investments puts an end to the various legal frameworks governing industrial areas by 2027.

According to the decision of the Minister of Development and Investments Adonis Georgiadis, now all types of OYMED, such as for example industrial areas, business parks, craft parks, etc. should be subject to a framework and specifically, to Law 4982/2022 passed last November.

Consequently, as provided by the ministerial decision, until the corresponding month of 2027, all OYMED should be subject to this law and as a result the laws 4458/1965, 2545/1997 and 3982/2011 that concerned specific OYMED will not be applicable. 

In order to be included in the new framework, the above-mentioned deadline of five years is given, so that the existing OYMEDs can submit the relevant files to the Business Licensing and Business Parks Division of the General Secretariat of Industry, of the Ministry of Development and Investments, in which a file is created and maintained for each OYMED, in physical and electronic form.

According to the ministerial decision for OYMED which, since the entry into force of Law 4982/2022, are governed by Law 4458/1965, the following must be submitted to the competent department:

Presidential decree or other legislative or regulatory act on the initial determination of the VI.PE. (Industrial Area) and any modifications thereof.

Initial demarcation decision (more specific determination of the location, extent and limits of the Industrial Area) of the VI.PE. and any modifications thereof.

Updated demarcation diagram with EGSA 87 dependent coordinates.

Decision on initial approval of a zoning plan and any amendments or revisions thereof.

Updated street plan with the urban planning regulation and land uses, with an attached chart recording (based on the street plan) active facilities within OYMED., derelict facilities and undeveloped plots.

Operating Regulations in force.

Decision approving Environmental conditions for the activity of the organization and operation of an Organized Receptor of Manufacturing and Business Activities or the application for the issuance of a new decision if it has expired.

For OYMED which since the entry into force of Law 4982/2022 are governed by Law 2545/1997:

Decision approving the development of the B.P.

Decision approving an urban planning study of the B.P. and any modifications thereof.

Decision approving a deed of application, with attached the details of the transfer of the deed to the competent Mortgage Registry or registration to the competent Land Office.

Updated zoning plan with the urban planning regulation and land uses, with an attached diagram recording (based on the zoning) active facilities within OYMED, derelict facilities and undeveloped plots.

Decision on Acknowledgment of Completion of infrastructure projects.

Operating Regulations in force.

Copy of the contract for the transfer of Administration and Management from EANEP to EDEP.

General Certificate from GEMI (Hellenic Business Registry) for the legal entity of EANEP and EDEP.

Decision approving Environmental conditions for the activity of the organization and operation of an Organized Receptor of Manufacturing and Business Activities or the application for the issuance of a new decision if it has expired.

In cases of VI.PE. of Law 4458/1965, or V.E.PE. of Law 2545/1997, which were brought under the provisions of Law 3982/2011, relevant decision of incorporation.

It is noted that the General Secretariat of Industry may determine, on a case-by-case basis, additional data and supporting documents, depending on any special characteristics of the OYMED.
