TERNA is finally, according to safe sources of ypodomes.com, the successful bidder for the precursory works regarding the construction of the new Athens Metro Line 4, for the section Alsos Veikou – Goudi. According to the same sources, TERNA’s discount was slightly more than 20% (namely 20.38%), with ERETBO coming second with 20.63 %. However the outcome of the tender of July 23rd, was overturned.

Originally, the successful bidder of the electronic tender was ERETVO but it turned out that the company hadn’t entered all required data correctly into the system, a detail that resulted in TERNA being the final underbidder.

However, as reported by ypodomes.com sources, the contract will be “locked” during this week. The project will follow a strict schedule of 30 months, passing the baton to the contractor of the main project, for which another competition is underway. Based on the above time, precursory works should be completed sometime in 2021, without obstructing the initiation of the main project and the tunneling works.

The scope of the contract concerns the studies and the implementation of necessary shifts of utility networks, archaeological works, traffic arrangements and other required works in the construction sites of Athens Metro Line 4 project. 

The total budget of the project amounts to € 48.36 million (VAT or € 39 million excluding VAT). The electronic opening of the tenders took place on July 27, 2018, followed by a thorough check of all bids and bids. The companies that participated were the following:

This project is separate from civil engineering and train-related works whose tenders are underway since July 2017 and will run in order to avoid the usual delays of the past in construction projects of that size. It is reminded that the main project, which concerns the construction of a 13km tunnel and 15 underground stations at a cost of 1.8bn euros (VAT included), has been auctioned since August 2017 with 3 participants claiming the “golden” contract.

It is the first major project in Greece that activates, through Law 4412/2016, the separation of precursory works and the main physical object. Applying the new law to a large-scale project is an important crash test for the effectiveness of this provision.

The financing of the project is quite complex as it has been included in the Public Investment Program 2017 (Project: 2017ΣΕ06550000) while it is intended to be co-funded by NSRF 2014-2020. It will also be financed by European Investment Bank. As stated in the tender notice, Attiko Metro (implementing entity) will not proceed to the declaration of the Contractor before the approval of the project for its inclusion in the O.P. of NSRF.
