Tender for Crete’s Northern Motorway Axis proceeds to Stage B’

All the contenders claiming the construction of Crete’s Northern Motorway Axis (aka VOAK) upgrade project were qualified to the relevant tender’s next stage. As it was announced yesterday, all participants have been approved, allowing the initiation of Stage B’. The road’s final route design has been finalized and the next step is its environmental licensing. After the approvals of all of the above, a date will be set for the submission of the technical and financial offers of the participating schemes that will decide the contractors of the projects that will transform VOAK into a modern, covered motorway.

As it has became known, Chania-Kissamos section was added, expanding considerably the road axis to be constrcted that will now be: Kissamos-Chania-Hersonissos-Neapolis. The third section has been announced that it will be carried out as a public project.

The schemes that have passed to Stage B’ for Kissamos-Chania-Heraklion-Hersonissos section are:

1. AKTOR CONCESSIONS,

2.TERNA,

3. J&P AVAX,

4.VINCI,

5. J/V MYTILINEOS-ACCIONA.

Similarly, the participants for the PPP tender concerning Hersonissos-Neapolis section are the following:

1. AKTOR CONCESSIONS,

2. TERNA,

3. J&P AVAX (along with Marguerite Fund),

4. J/V MYTILINEOS-ACCIONA-INTERTOLL,

5. SHIKUN&BINUI.

It is worth mentioning that each tender is totally independent making it possible for 2 different contractors to be finally awarded for the projects. Last but not least, the auctioning of the third section from Neapolis to Aghios Nikolaos is expected, as a public project, that will complete the motorway system of Crete island. Contracting authority of this project is the Ministry of Infrastructure and Transport.

VOAK Motorway, top-priority project for Crete island

Crete’s Northern Motorway Axis (aka VOAK) is a top priority for the island and supports its tourism, Mr. Stavros Arnaoutakis, the Regional Governor stated, during a joint meeting of all Hotelier Associates, focused on VOAK and infrastructure.

«The main thing to pay attention to for Crete’s tourism is infrastructure» he said, pointing out that 49% of the island’s GDP has created the need for modern motorways, aesthetic and functional upgrades at Heraklion Airport and progress regarding the new airport in Kasteli area.

For VOAK, Mr. Arnaoutakis stressed that there must be initiatives by the central Government as it is a project that has been under discussion for many years and needs to go ahead.

Mr. Arnaoutakis explained that he has already briefed the PM during a recent meeting at Maximos Mansion, who set the project as the first priority of Crete, underlining that «we are looking forward to seeing the new architecture, taking advantage of the positive steps that have been taken so far».

«Hybrid» tolling system under development by Olympia Motorway

According to sources from the concession company of Olympia Motorway, «hybrid» tolls are under development that promise to operate a proportional tolling system, available only to those with Olympia Motorway’s e-pass.

The logic is simple: e-pass users will enter the Motorway and will be billed normally at toll stations. When they leave, they system will calculate the miles that have not been used (i.e. until the next toll station) and an amount of money will  be reimbursed to their accounts.

For its part, Olympia Motorway sees a «fair» charging system that introduces the desired proportionality, without investing large funds.

It is worth noting that, as secure sources report at ypodomes.com, the possibility of the development of «hybrid» tolls is provided by the Olympia Motorway’s concession contract amendment in 2013.

This also makes it possible to be the very first motorway concession project that proceeds in this way and, if implemented successfully, could be a benchmark for the rest of the country’s motorways.

KLM replaces plane with high speed train

KLM Royal Dutch Airlines is to replace one of its five daily flights between Brussels and Amsterdam Schiphol with reserved seat capacity on a Thalys high speed train service from March 29 2020.

This is intended as the first step in a programme to gradually cut back the number of flights between Brussels and Amsterdam, with passengers using rail to connect with intercontinental flights at Schiphol. This would support the airline’s sustainability initiatives, and enable airport slots to be used for flights to long-haul destinations.

KLM said it was favour of replacing short-haul flights with rail ‘as long as trains fully match the speed, reliability and comfort that air travel offers’.

‘Intermodal transport involving trains and planes remains a complex and challenging business’, said President & CEO Pieter Elbers. ‘Speed is key, not only in terms of the train itself, but also the transfer process at the airport. We aim to make maximum progress in both areas. Reducing our frequency from five to four flights a day is a good way of gaining more experience with Air&Rail services.’
