Preparations for the largest railway project of all time in Greece goes on. That, of course, would be the development of the railway connection “Thessaloniki-Kavala-Alexandroupolis-Burgas-Varna-Rousse”, aka Sea2Sea, with an estimated cost exceeding 5bn euros.

The latest development is the assignment of a Technical and Legal Advisor for the “maturation” of the project. According to documents from the Ministry of Infrastructure, 2 different companies have taken on these services, which must be completed within 6 months.

The Technical Consultant of the project is SYSTEMA-Transport Planning & Engineering Consultants Ltd., for 73,780 (VAT included) and the Legal Advisor is the office of Chariton Stavropoulos for 49,600 euros (VAT included).

The scope of the Technical Consultant’s contract is the provision of technical assistance for the preliminary assessment of the project’s feasibility, on the basis of the Memorandum of Understanding signed between the Hellenic Republic and the Republic of Bulgaria in Kavala on September 6, 2017. The scope of the Legal Advisor’s contract is the provision of legal assistance of thοse in charge on a technical level for the preliminary assessment, again for the project’s feasibility. 

For the realization of this major railway project, a Transnational Working Group has been set up by the Transport Ministers of both countries since September 2017. The Working Group has been asked to complete its work in Spring 2018 in order to decide the framework for the establishment and operation of a joint venture for a project, which is expected to contribute significantly to the development of freight transport in the region as well as trans-European transport networks.
