It seems that the ambitious project for the creation of the Governmental Park on the property of PYRKAL in the Dafni-Ymittos area is progressing through the HRADF using the PPP method. According to sources from the HRADF, the relevant maturation process has begun, and the goal is to announce the tender by 2024.
In order for the HRADF to formalize its assumption of the competition, a contract must be signed between the contracting authority and the HRADF. This will be the second major PPP project undertaken by the HRADF following the one for the new prisons in Aspropyrgos.
The estimated cost of the project is around 300-320 million euros. If the maturation process begins with the HRADF, the hiring of consultants will be necessary to guide it through the tender documents and obtain all the necessary approvals, with a focus on the environmental study.
The implementation of the project, based on preliminary estimates, is expected to take approximately three years, while the relocation of government entities will occur gradually.
The implementation of the project through a Public-Private Partnership (PPP) theoretically ensures both the effective operation and systematic maintenance of the building complex. In PPP, the private sector is typically responsible for these aspects and, in return, receives a fixed monthly compensation.
Before the commencement of the project tender, competitions must be conducted for the relocation of administrative services and electromechanical equipment, with a budget of approximately 15 million euros, by the HRADF.
It’s worth noting that there have been voices calling for a more detailed study of the impact of relocating all these entities to the area. Additionally, the Municipality of Athens has expressed its reservations on the matter.
The project
Since last February, the expropriation process has begun for the area of 154.8 acres where the Governmental Park, named “Andreas Lendakis,” will be developed. This area covers 154.9 acres and includes 93 facilities (91 of which are buildings), with a total coverage of 68,084.95 square meters and a construction area of 88,670.7 square meters.
In the new Governmental Park, the central services of the Ministries of Finance, Interior, Development, Environment and Energy, Rural Development, Tourism, Labor, Health, Culture, and the Presidency of the Government will be accommodated.
The preserved buildings on the old PYRKAL premises, covering an area of 47,704 square meters, constructed in three architectural periods (1890-1930, 1930-1950, and 1950-2000), will be retained. These buildings, representing approximately 27.7 acres, will undergo internal reforms, increasing their total area by 55% to reach 64,314 square meters. The industrial buildings will be maintained through structural reinforcement, extensive renovation, and expansion.
With the development proposal, the number of buildings will amount to 30, including 5 new buildings, while the remaining 25 will be retained and preserved.
The total coverage will be 45,257 square meters, and the total construction area will be 148,704 square meters, of which 98,000 square meters will be allocated to the 5 new buildings.
New construction will cover 98,000 square meters, with a total additional coverage of approximately 17.6 acres.
As stated, the new buildings must maintain a distance greater than 20 meters from the property boundary. This zone is intended to eliminate the current situation of visual and functional barriers caused by the existence of the perimeter wall.
In all buildings, the operation of two underground parking areas is planned, with a total capacity of 2,000 spaces. These parking facilities will meet the parking needs for the new functions, in combination with the improvement of the transportation connections in the area (direct underground connection to the “Dafni” station, increase in bus lines passing through the intervention area).
These areas can be developed both under shared and free urban green spaces, but not under preserved buildings for their protection.
Within both shared spaces and the Free Urban Green Space, there are buildings of significant architectural footprint and interest that are preserved and repurposed for public activities, communal gathering spaces, and everyday services.
