New generation of PPP infrastructure projects under preparation

The Ministry of Infrastructure and Transport examines the possibility of implementing new infrastructure projects as PPPs. Just a few days ago, the Minister of Infrastructure and Transport, Mr. Kostas Karamanlis announced the utilization of PPP projects as one of the desired solutions by the Ministry.

According to ypodomes.com, a few days ago, the Secretary General of Infrastructure, Mr. George Karagiannis and the Secretary General of Private Investments and PPPs, Mr. Nikos Mantzoufas had their first meeting. According to the same information, PPPs’ dossiers, concerning projects that are in progress, have already been examined.

More specifically, there was a discussion on the big road-related project Kalamata-Pylos-Methoni, the school building projects in Crete and Central Macedonia, the courts in Edessa and Heraklion, etc. A first mention was made for the PPP project promoted by the Ministry or the upgrading of Thessaloniki Ring Road.

According to the same sources, new meetings will be arranged in the near future aiming to mature the projects to be promoted as well as others that the Ministry of Infrastructure and Transport intends to implement. The aim here is to create a list of projects that can run through the PPP method and begin the procedures for their realization.

Meetings with the European Investment Bank

Mobility at the Ministry was quite intense last week as an important meeting was held between Infrastructure and Tranport Minister, Mr. Kostas Karamanlis and the European Commissioner for Competition, Mrs. Margrethe Westerger, on major projects.

Equally important was, however, the workshop with EIB regarding the financing of large-scale and NSRF projects and their scheduling. A number of important projects are also co-funded by EIB such as Kasteli Airport, Athens Metro Line 4 and more. EIB’s funding list now includes 10 major flood defense projects, after the contract signed a few weeks ago at the Greek Ministry of Finance.

Doha metro Gold Line preview services start

Qatar Rail has launched a preview service for the Gold Line of the Doha metro which runs from Ras Bu Abboud west to Al Aziziyah. The 14km Gold line has 11 stations including an interchange with the north-south Red Line at Msheireb.

Gold Line services operate at five-minute intervals from 06.00 to 23.00 on Saturday to Thursday, and between 14.00 and 23.00 on Fridays.

Gold Line stations are fully accessible and air-conditioned. Each station has a customer information and Gold Club centre, separate male and female prayer areas, restrooms, security cameras and a first aid room. Live service updates are displayed on station monitors, and staff are on hand at all stations to assist passengers.

“The launch of the Gold Line service is another key milestone for Qatar Rail leading up to the delivery of our fully-fledged integrated network by 2020,” says Eng Abdulla Saif Al Sulaiti, chief of service delivery with Qatar Rail. “In the past few months, we have dedicated our efforts to deliver the expansion of Doha Metro services, and we are ahead of schedule.”

European Commission remarks on delayed tenders of Greek major projects

Several tenders concerning major projects, among which Athens Metro Line 4, Patras-Pyrgos and Amvrakia Motorways, and the renewal of the Athens and Thessaloniki buses fleet are now… officialy running late according to the European Commission.

More pecifically in the «Transport and Logistics» section of the Commission’s report, it is noted that there are still significant delays in new projects, which makes the absorption of European funds difficult. There are also comments regarding the excessive discounts (which ypodomes.com has been commenting on for at least 3 years) and the lack of capacity on the part of the contractors.

The report also focuses on the urgent need of Greece to start working on sustainable urban mobility plans, as they are a prerequisite for investments in urban transport centers.

Additionally, it is noted that there is not any progress so far on the accessibility of Thessaloniki port. According to the comments, while the recenly privatized port has great potential as a gateway to the Balkans and Eastern Europe,, its operation is seriously hampered by poor or non-existent rail and road connections.

US hydrogen train contract awarded

Southern California’s San Bernardino County Transportation Authority has awarded Stadler a contract to supply a Flirt H2 hydrogen fuel cell powered multiple-unit to enter passenger service in 2024, with an option for a further four units.

Stadler said the contract announced on November 14 was ‘a major milestone in bringing zero-emission passenger rail technology to the USA’.

The Flirt H2 unit will have two cars with a total of 108 seats and ‘generous’ standing room, plus a central power module holding the fuel cells and the hydrogen tanks. It will have a maximum speed of 79 mile/h (127 km/h), the federal limit above which additional signalling systems are required.

It is to be deployed on the Redlands Passenger Rail Project, a 14·5 km passenger service which is being developed on a former Santa Fe freight railway alignment between the University of Redlands and the Metrolink commuter rail station in San Bernardino.

In 2017 SBCTA ordered three diesel-electric Flirt units for the line, which is currently being built by Flatiron Construction Corp. The ‘Arrow’ branded service is expected to launch in late 2021.

The order for a hydrogen unit ‘is an excellent example of how we are demonstrating our commitment to the next generation’, said SBCTA President Darcy McNaboe. ‘The hydrogen Flirt will help us address the commuting needs of today while preserving our environment for a better tomorrow.’

‘Stadler is committed to designing and building green technology for the transportation industry’, added Martin Ritter, CEO of Stadler US Inc. ‘We have an excellent relationship with SBCTA, and it is a great honour to partner with them to bring the first hydrogen-powered train to the USA.’
