One of the biggest and most interesting projects that we are about to see in transportation sector is, undoubtedly, the mega-PPP project for the utilization of the large property in Thriassion Plain (aka Thriassion 2). This is the second tender concerning the sizeable property of OSE in Aspropyrgos area.

Covering an area of 407.7 acres, it is the third largest open-air property in the region of Attica, after Athens’ International Airport “El. Venizelos” and Hellinikon in the Southern Suburbs of the capital. Construction works for the second phase of the project, have been completed and, by next week, according to safe information provided at Ypodomes.com, it is expected to be transferred to OSE by ERGOSE, which is the current owner.

The property has 12 km of rail tracks, warehouses, administration buildings and, essentially, the investor will need just a small capital for further investments, mainly for gantry cranes and small-scale building projects.

The follow-up and the tender

According to the European Commission’s decision, by 31 March 2019, at the latest, the relevant PPP tender should have been completed and signed. However, the most possible scenario is to see a PPP tender where OSE (as owner of the site) will also participate.

At this point, it is reminded that the adjacent property of 145.2 acres (aka Thriassion 1), belongs to GAIAOSE, which is in the process of signing the contract with the ETVA VIPE-Goldair J/V. All procedures must run rapidly though, as the timeframe for the contract to be signed and the investment for the exploitation of the site to finally begin, is relatively limited.

The “suitors”

The size and the potential of the 407.7-acre site is expected to attract a lot of prospective investors. The question is if COSCO intends to show up as well, given its absence from the first tender. Nevertheless, it very important that the contractor will be able to assemble a considerable number of freight companies that are currently scattered in the surrounding area.

The facilities are equipped with a sorting station, a containers’ terminal, a Customs Office, a commercial station, warehouses etc., aiming to create the first, integrated Freight Logistics Center in Greece

As this property is fully equipped and ready to operate from Day 1, the “golden contractor” will be in position to receive a turnkey project and generate profit, as opposed to Thriassion 1 right next to it, which will need to construct new infrastructure from scratch. In any case, we are in front of a large-scale PPP tender with unique features.
