The country’s two largest ongoing infrastructure tenders have reached the point which is none other than the submission of bids. Both for the main section of the Chania-Hersonissos VOAK, as well as for the new concession period of Attiki Odos, the large groups are feverishly preparing to be ready for the “invitation letter” of the Ministry of Infrastructure and Transport and TAIPED/HRADF.

If there are no surprises, on March 31 the binding offers will be submitted for the concession project of the VOAK section from Chania to Hersonissos, which has a budget close to 1.1 billion euros. In this case, if we have not moved, according to all the data, maybe the offers will precede the holding of the national elections, even marginally. Otherwise, an extension will need to be granted after the elections.

The Ministry of Infrastructure is working intensively on this goal and all that remains is the approval by the Ministry of Energy of the environmental study. Even this is not an obstacle as the specific section “steps” on an existing road axis, so the bidding process can proceed normally.

With regard to the financing, as regards the financial contribution of the State, this will be covered by the resources of the Recovery Fund and the NSRF 2021-2027. After all, a total of 427 million euros have been subscribed to the Recovery Fund, an amount that will be given for three sections, namely the Hersonissos-Neapoli section (which is a PPP) and the Neapoli-Agios Nikolaos section (the public project of VOAK).

The alliances that have emerged at the expression of interest level and that have participated in Phase B of the competition (which started already in 2018) are: 1.AKTOR CONCESSIONS, 2.GEK TERNA, 3.AVAX, 4.VINCI, 5. K/X MYTILINEOS-INTERTOLL.

The offers for Attiki Odos

At the end of May, the date for submitting the binding offers for the most “desirable” construction project, which is the new 25-year concession of the existing Attiki Odos, was set. The HRADF administration is preparing for this date, which, however, is in the “conflicted zone”.

This particular period may be either between the first and second elections or with a very fresh government and is more likely to be postponed.

Eight schemes dominated by foreign funds participate in the competition, as it will be necessary to dig deep into the pocket to acquire the most valuable Greek asset in the field of infrastructure.

-Association of persons consisting of the companies “GEK TERNA S.A.” and “FS ARK HOLDCO S.a.r.l.”

-Association of persons “VINCI HIGHWAYS S.A.S. – VINCI CONCESSIONS S.A.S. – MYTILINEOS S.A. – MOBILITY PARTNER S.A.S.”

-Association of persons “AKTOR CONCESSIONS S.A. – AVAX SA – ADRIAN INFRASTRUCTURE”

-Consortium consisting of the companies “INDRACAT- BRISA – AUTO ESTRADAS de PORTUGAL S.A.” and “RUBICONE BIDCO S.A.”

-A joint venture consisting of the companies “MACQUARIE ASSET MANAGEMENT MOTORWAY HOLDINGS S.AR.L.” and “FINCOP INFRASTRUCTURE LTD”

-Consortium consisting of the companies “VAUBAN” – “DIF” – “EGIS”

The fact that all these stakeholders have is that the toll will be set at 2.50 euros, that is 30 cents less than today, but there will be no construction object other than the maintenance of the axis.
