There are developments in ERGOSE as a series of moves are made in collaboration with the Ministry of Infrastructure to change the image that caused the reprimand of the Commission in its recent report. A consultant will take over the control of the current contracts and in the future new projects are being prepared to go on the air while a subsidiary is being hired to play an active role in the flagship transnational project Sea2Sea.
The Consultant
The company’s management is launching a competition for the recruitment of a Technical Consultant who will be called to put in order the big projects that have been running for years by ERGOSE. The aim is for the projects to have a clearer timetable as up to this day, no railway project contract has met its deadlines. It is characteristic that, for example, an infrastructure project signed in 2013 in the Peloponnese region with a deadline completion of 2016, is still under construction with a new schedule in 2021.
The object of the contract is the provision of Technical Consultant services by an experienced Technical Consultant who has the necessary know-how to accelerate the work and support the completion of ongoing co-financed projects, as well as support for the implementation of new projects. He will jointly assume the duties of “construction manager”.
The projects for which the Consultant is called to provide services are divided into two main categories which are as follows:
a) Ongoing projects These are co-financed projects that have either been implemented to a certain extent and are generally in progress, or have been completed as main projects and any approved (but also under approval) additional contracts that are pending.
b) New projects for auction that are already included or under inclusion for financing. These are co-financed projects included for funding from YMEPERAA or for inclusion from various funding bodies.
The cost of the contract will reportedly be around 20 million euros (in essence it will be a percentage of 5-6% on each contract). The tender documents are almost ready to be sent for approval to the Managing Authority and it is estimated that by the end of the year the tender will be aired. The financing of the project will be covered by the funds of the technical assistance of the NSRF 2014-2020. The duration of the project will be essentially the duration of the contracts that the contractor will undertake to supervise.
Developments at all levels
Market participants report to ypodomes.com that the image of the projects has been improved and there are important attempts to complete those that have a high degree of maturity.
In the future, ERGOSE will announce a competition for a Technical Consultant who will undertake the next projects of the company and in which he will take on the role of project manager. In this role, the contractor will undertake the projects amounting to 3.3 billion euros that will be carried out by DEKO of the Ministry of Infrastructure and Transport with the method of competitive dialogue.
This includes milestone projects such as the Eastern Railway Egnatia (Thessaloniki-Alexandroupoli-Ormenio), the extensions of the Suburban to Rafina and Lavrio, the underground connection of Patras with the national network etc.
At the same time, a new subsidiary is being prepared, which, at the request of the European Commission, will be the Greek arm of the transnational project Sea2Sea, which will connect the Greek ports of Northern Greece with those of Bulgaria. The core of this project is the Alexandroupoli-Burgas section.
At the same time, the management of the company is feverishly preparing the auction of new projects costing 700 million euros with funding from the NSRF 2014-2020, with the aim of the gradual auction of the first projects from next month, which includes: Larissa-Volos, Thessaloniki-Eidomeni, Phase II of Athens Station and at the beginning of the year Aigio (Rododafni) -Rio.
