Bundle of 17 new schools in Northern Greece to go ahead via PPP

Another large PPP building project was put up for auction. This time the Ministry of Infrastructure and Transport assigned to KTYP SA to conduct the competition for the design, construction, financing, maintenance and operation of 17 school units in the Region of Central Macedonia, through PPP.

The cost of the project with VAT amounts to 159.21 million euros (amount without VAT 128.4 million euros). This is a big project that follows the example of Athens (with the 24 schools-PPPs). The building complexes are divided in the Region and specific to nine Municipalities.

The school groups are as follows:

1. 7th Kindergarten of Pefkos in the Municipality of Neapolis Sykeon
2. 4th Primary School of Pefkos in the Municipality of Neapolis Sykeon
3. 1st EPAL Sykeon in the Municipality of Neapolis Sykeon
4. GEL Efkarpia in the Municipality of Pavlos Mela
5. 4th Primary School of Efkarpia in the Municipality of Pavlos Mela
6. 3rd GEL Polichni in the Municipality of Pavlos Mela
7. 1st Lyceum of Polichni in the Municipality of Pavlos Mela
8. 2nd High School of Lagada in the Municipality of Lagada
9. 3rd High School of Oreokastro in the Municipality of Oreokastro
10. 6th Primary School of Oreokastro in the Municipality of Oreokastro
11. 1st GEL of Mikra in the Municipality of Thermi
12. 5th Primary School of Ampelokipi in the Municipality of Ampelokipi-Menemeni
13. Special Primary School & Special Kindergarten of Kalamaria
in the Municipality of Kalamaria
14. 3rd High School of Pylea in the Municipality of Pylea Chortiatis
15. 3rd Lyceum of Pylaia Chortiatis the Municipality of Pylaia Chortiatis
16. 3rd Primary School of Panorama in the Municipality of Pylaia-Chortiatis

The deadline for submitting the expression of interest is May 11, 2021. The duration of the project was set at 324 months, i.e. 27 years. The first two years after the signing of the contract will concern the construction of school complexes.

The award process includes two phases:

(a) Phase A (Submission of Expression of Interest – Default), during which an Expression of Interest Filing will be submitted by the interested parties and
(b) Phase B (Submission of Binding Bids – Evaluation – Assignment), which will request the submission of binding bids for the conclusion of the Partnership Agreement.

The contractor with the completion of the construction object will undertake the operation-maintenance and guarding of the schools. If we take into account the experience of Athens, these are jewel infrastructures that have nothing to envy from private schools.
