There are officially five tenders for restoring the railway sections damaged by the storms Daniel & Elias in September 2023. With a decision from the Ministry of Infrastructure and Transport, the first step has been taken towards announcing the projects shortly.
More specifically, the decision approved the definition and specification of the scope for the urgent restoration works on the railway infrastructure in areas that were declared or remained in a state of emergency, according to decisions made by the General Secretary of Civil Protection.
The five projects are set to be tendered according to the provisions of Article 25 of Law 5049/2023 (A’152) through fast-track procedures, aiming to secure contractors quickly and sign the corresponding contracts.
According to the decision, urgent work is required to restore the railway infrastructure in areas declared in a state of civil protection emergency. The projects have a total budget of €451.98 million, which includes the applicable VAT.
For the preparation of the projects, it was deemed necessary for OSE (Hellenic Railways Organization) to be assisted by three (3) Technical Consultants, both for the detailed recording of the damages and for preparing the project tenders.
The technical consultants are ERASMUS ENGINEERING CONSULTANTS LLC for the section from Palaiofarsalos to Kalambaka; DELTA STUDYING AE for the section from Larissa to Volos, and LDK ENGINEERING CONSULTANTS AE. The total expenditure for the three contracts amounted to €349,841 (including VAT).
The five projects
As stated in the decision, the five projects are as follows:
- Restoration of the double railway line from Athens to Thessaloniki, from the exit of the Domokos Railway Station (Ch. Th. 288+600) to the entrance of the Krannonas Railway Station (Ch. Th. 328+840) after the storms “Daniel” and “Elias,” with a budget of €173,600,000 (including VAT).
- Restoration of the single railway line from Palaiofarsalos to Kalambaka, in specific sections of the line, after the storms “Daniel” and “Elias,” with a budget of €57,660,000 (including VAT).
- Restoration of the single railway line from Larissa to Volos after the storms “Daniel” and “Elias,” with a budget of €181,660,000 (including VAT).
- Restoration works on the railway line from Volos to Milies, from the Upper Lechonia Railway Station (Ch. Th. 12+500) to the Milies Railway Station (Ch. Th. 28+200), after the storms “Daniel” and “Elias,” with a budget of €1,860,000 (including VAT).
- Restoration of the signaling systems, ETCS L1, remote control, and electrification on the section of the double railway line from Palaiofarsalos Railway Station (Ch. Th. 296+245) to Krannonas Railway Station (Ch. Th. 336+330) that was damaged by the severe weather from “Daniel,” with a budget of €37,200,000 (including VAT).
To implement the necessary works and restore the issues in the railway network in the Thessaly region, the tasks were grouped, considering both the geographical and geomorphological criteria and the fact that these specific sections share common technical and hydrological characteristics, in order to address them in the most effective way possible.
